phone_screen posts have to have phone screen elements on them, so not all phone_wallpaper posts would qualify for the tag (if you argue that phone wallpaper posts should be "clean" of phone screen elements, then they should be completely separate and not implicated in any way). The posts where it's just the character against the screen are being mistagged (they should be phone_wallpaper and not phone_screen).
