Aren't these the same thing? I can't think of a situation where there would be tears not in the eyes. So this should be an alias instead of an implication.

The difference appears to be between tears welling up in the eyes v.s. tears elsewhere, e.g. teardrop, streaming_tears, etc.

However, we do already have a well established tag, tearing up, to cover this. Should be
alias tears_in_eyes -> tearing up or just mass update since it's only 11 posts.

post #2019616 has crying rather than just welling up tears so that post shouldn't be moved to tearing_up.
