Gonna have to say no on this, personally. Wikipedia says it's norville but doesn't cite where it obtains that name from and even the official site doesn't credit him as such. Even if it's his real name it's only referenced a handful of times in all the seasons of Scooby Doo. Shaggy Rogers is fine I suppose though I'm not entirely sure it's a change that needs to be made.

Going by Scoobypedia, they reference the Norville name as coming from an episode of A Pup Named Scooby-Doo. A Pup Named Scooby-Doo was essentially like the Tiny Toons or maybe more accurately the Muppet Babies version of the series. It was also the 8th iteration of the Scooby-Doo series, meaning that the character stuck with the name "Shaggy" from 1969 to 1985, before they decided in 1988 to give him a new name.
The Rogers last name apparently originates from the 6th iteration of the show, The New Scooby and Scrappy-Doo Show, which aired from 1983 to 1984. Though the characters were also adults, so things introduced during this show would likely stick better than stuff introduced in the newer show where they were depicted as children.
I believe we generally stick to the names that they're first introduced as. As the Norville Rogers name is extremely late in coming into the game, I'd say "Shaggy" is definitely the most appropriate name to stick to with the character. It's also the name most commonly used for him, so it should have no issues with usage.
