Apparently, Connie Springer is the official spelling of the name. Conny Springer is the dub spelling provided by Funimation.

"Official" by what means? Is it in a databook or the spelling used in the manga?

I don't think official's the right word for it. A better word would be overly common. A Google Search for Conny Springer gives you more results for Connie Springer than for the intended name.

I don't think the studio told them to use that name. Rather, Funimation changed it because Connie is seen as a girl's name.
