The wiki for bulge says:

Due to this sentence here I always assumed that bulge was similar to covered navel where testicles didn't actually get tagged. There's also the tag covered penis, no wiki though.
There's also testicles_under_clothes, is there any case where this wouldn't get tagged as bulge?
