Both tags are used in exactly the same way. I don't see how anyone can justify maintaining a more specific "unbuttoned_*" tag if it routinely gets used for posts where there are no visible buttons. It makes more sense to use the broader open_fly and let people add unbuttoned as well wherever it applies.

Yeah I feel open_skirt would be a better fit for much of what's currently in open_fly skirt, in my mind a fly ought to be centered on the garment to be called such (Google Images etc seems to bear this out). Looking up the actual definition though I guess technically the fly is supposed to be the strip of fabric covering a zipper / gap so technically I guess this usage isn't wrong.

I'm sort of inclined for our purposes to suggest open_skirt for any sort of unfastened skirt, and reserve open_fly for an unfastened central opening (zippered / buttoned) in a lower body garment. I've sort of gone off topic, but any thoughts?

I'm against using open_fly entirely.
Instead, we should keep the tags consistent with the upper body garments (open_shirt, open_jacket).
Stick with the garment specific open shorts, open skirt, open pants etc. + unzipped if needed.

Also, "fly" has become an outdated term that a lot of younger users might not even think to use.
Haven't heard anyone say "your fly is open" irl since the mid 00s i believe.
