If you ever do write the functionality for this, I have a suggestion for how to write it.
At the time of creation, the language a note is written in is selected from a drop-down list of options (possibly positioned near the "Check translation", "Partially translated", and "Mark as Translated" elements). The default could be English. I think it would make it a little easier on the translators if they only have to select their destination language once per post rather than once per note. A third option would be to have someone's default "note language" be stored in their Account Settings.
When notes exist in more than one language on the same post, a labelled container with a list of labelled radio buttons corresponding to the language each set of notes is in would be displayed off to the side somewhere. The set of notes written in the selected language would be visible, all others would not. The default display each time a post loads would most likely be the set of notes for English (even if that set is empty and others are not).
The major advantage to writing this functionality in this way is that users who speak more than one language and have a distinct preference can still see notes written in their preferred language w/o foregoing the ability to read the posts translated only into another language they can also understand.
That said, people should be strictly warned against writing a translation into a new language by translating other notes rather than the original text itself.
