Everyone can edit just about anything with regards to site content as long as there isn't a lock on a specific item in place to prevent past or future vandalism. For instance, non-staff members can't edit the table of contents page on the wiki because there is very rarely a need to change it and since it's the "homepage" of the wiki it's the most likely to be vandalized; this is denoted at the top of the page on any such locked wikis. That freedom is kinda the whole basis of how the site works.
