remove alias hands_on_waist -> hands_on_hips

To me, hands_on_waist and hands_on_hips are distinct actions. The first is placing your hands to the side of the stomach, the other is placing hands just above the thigh. The distinction has remained for the unaliased hands_on_another's_waist and hands_on_another's_hips.

If the above is not agreed upon then an alias for hands_on_another's_waist should probably be made for consistency.

I can tell the difference, though they present almost the same imagery, so it's all kind of meh. However, socks and kneehighs are kind of ¯\_(ツ)_/¯ as well, so I say we just roll with it. There could even be some users that adopt those two "hand_on" tags and garden them religiously. +1

I tend to agree with Hillside Moose's original point that hips vs waist is hard to distinguish and not really that big of a difference. Splitting this would also mean splitting hand on hip into hand on hip and hand on waist. I would hate having to search ~hand_on_hip ~hand_on_waist because the same action has been split into two tags that nobody can keep straight.

As for hands on another's waist and hands on another's hips, most of these posts should be tagged torso grab. Torso grab intentionally ignores the difference between hips/waist/stomach, between touching/holding/grabbing, and between grabbing with one hand vs grabbing with two hands. This is a good thing because otherwise we would have a lot of fragmentation.
