I had no idea that real_world_location was for accurate portrayals. That kind of criteria is much more suited for a pool, with the real_world_location tag being for any real-world location regardless of how accurately it is depicted. When people hear the phrase "real world location", they think "a location that exists in the real world", not "a location that exists in the real world that has been recreated with detailed accuracy".
Unless the intent is for in-universe location to just be an umbrella tag for named fictional locations, it would be useless if it didn't follow similar rules as real world location. Otherwise it would just be flooded with unrelated things from entirely different franchises just because there's a recognizable building that happens to be present.
Only using it for faithful, accurate depictions is just not a feasible way to enforce this tag. It's unintuitive for the same reason I outlined in regards to real_world_location, but there's a second hurdle in that many franchises have sequels, remakes and remasters that feature the same locations with new layouts. The Gyms in Pokémon game remakes, for example, often look very different to their original designs despite being the "same location", and if that's not enough they also have unique designs in the anime (as do most of the in-game locations, actually). Figuring out if the artist took liberties with the location's appearance or if it's just one of seven different iterations of the same building interior is a headache that should not be thrust upon casual taggers.
I think a pool for accurate depictions of in-universe locations would be a good idea, though. Those who care about maintaining it wouldn't be constantly gardening a tag that casual users keep accidentally poisoning.
