Okay, sound-holic is an artist tag, and Sound Holic is a copyright tag, but it still doesn't make sense why they're two different tags when they all refer to the same thing.

Sound-Holic refers to things made by the circle.
Sound Holic refers to things made by the circle AND derivative works referencing it.
They could use more different names though.

That's still two different tags to used to refer to things made by the circle, I still don't see how Sound-Holic couldn't merge into Sound Holic given that one tag should already superset the other by that description.

Sorry for not explaining clearly.
(tl;dr they're different tags with different purposes about the same thing)
Copyright tags group up anything made about a certain subjects. Artist tags group up anything made by a certain subject.
In this case, Sound Holic is a copyright tag, while Sound-Holic is an artist tag.
Sound Holic groups up anything referencing Sound Holic (be it made by other people or from Sound Holic themselves).
Sound-Holic groups up anything made by Sound Holic. Things made by people outside of Sound Holic shouldn't be tagged Sound-Holic.
See it similar to ke-ta and ke-ta_(style)?
Merging the tags would result in either a copyright tag without artist, or an artist tag comprised of multiple artists who don't have anything in common with eachother.
Tbh i was planning on eventually trying to "fix" touhou fanwork tags (like with IOSYS lacking an artist tag, and IOSYS Parody being mostly the same thing as IOSYS).
