Definition of "naked_kimono"?

What if the pic only shows that the person is not wearing upper undergarments, while not showing if they are wearing, say, panties or whatever? That wouldn't fit anymore given the ambiguity, wouldn't it?

Yes, it would. Same reason you still tag someone as nude, not topless, even if only the upper body is visible.

I don't think assuming someone is nude because their visible upper half is completely bare is the same as assuming someone isn't wearing panties because they're visibly not wearing a bra under their clothes.

Consider post #4456473. If this does not fall under naked kimono then what is it?

I see a lot of results under kimono no_bra so admittedly it could fall under that, but the two tags have a lot of overlap. Another option would be to only use no_bra for pictures where the lower body is covered, but it's impossible to enforce unless someone wants to garden these tags forever.

+1. naked_kimono describes a lack of clothes underneath a kimono. Even when you can only see half of the character, if that half has no clothing underneath the kimono then it applies.
