create alias skirt_up -> skirt_lift
I proposed this BUR a few years back in topic #15989, but as was tradition back then it fizzled out after some minor discussion and was auto-rejected. I might as well repeat myself, since what I said is just as valid now as it was back then:
skirt_up is essentially just skirt_lift with some weirdly specific rules attached to its usage which aren't even being followed most of the time. It has a pretty low post count too, so not many people are even using or searching for it.
