I just remembered we also have leaf_on_head.
Is there even a point in keeping these separated? I get the distinction for tanuki but a lot of these results are like post #4622152, and we don't make a difference on real vs fake ornaments for things like hair flower because it's impossiible to tell in drawings.
3/4 of leaf on head are touhou pictures.
There are however posts like post #4675121, which make this complicated.

Most of the leaf hair ornaments look like they're part of hair ties or hairpins/hairclips, or appear visibly artificial (e.g. post #4679224), while leaf on head examples look more like natural leaves stuck in/on the hair (or on top of a hat or head covering).
Admittedly there is some degree of overlap (autumn-red leaves attached to hair ties, usually. Or Eternity Larva's weird levitating leaf crown thingy). Though the tanuki and kitsune ones almost never get leaf hair ornament, since most such examples appear visibly as single natural leaves and are just placed on top of the head with no visible attachment point (it's just stuck there as though by magic).
There are also multiple no_humans leaf_on_head posts (for tanuki in animal form or other shapeshifting critters) that would be strange if they ended up being tagged leaf hair ornament or hair_leaf because there's no, well, hair.
Edit: Though, if we need to merge everything into one tag, maybe head leaf would be appropriate.
