BUR #7422 has been rejected.
create implication jacket_partially_removed -> open_jacket
Noticed after doing the jacket on shoulders BUR.
I was going to just imply jacket to it, but I feel like open jacket fits. If that’s not the case I’ll edit it accordingly.
I understood that the tag 'jacket_open' is used when the zipper or button is fully opened. Otherwise, 'partially_un*' was used rather than 'jacket_open' with 'jacket_partially_removed'.
