alias startled -> surprised

I don't think these are materially different enough to be two separate tags.

Feels like there should be a way to tag extreme surprise (at least more than something like post #5593408), but startled doesn't show much distinction in usage from surprised, and it's a very small tag compared to it, so if we want something like that it would have to be done from scratch anyway.

I'd want to call that shock, but that's already aliased to surprised.

If we plan to make a distinction between shock and surprise, I think it's better to keep it as shocked instead.
