Axe and knife aren't implicated to weapon because not every axe or knife is a dedicated weapon. I assume the reason for these having their own tags is the same, eg blood on a wood-cutting hatchet (post #5995943) or a kitchen knife (post #5149158)
If you are holding an axe or knife with blood on it, is there any context where it would not be considered a weapon? We don't imply the main tags because they can be used in other contexts, but this seems a fairly clear-cut case to me. I can maybe see some ambiguity for someone cooking meat with a knife, but not for axes.

Skinning an animal or preparing bloody meat comes to mind.
