This is actually a reference to a very old meme from 2chan that also became popular on 4chan when it had just launched. I wouldn't nuke it, but it should probably be aliased to waha~_(meme) for clarity and to follow that new paradigm.

Waha is supposed to be the 2chan "character" (very very heavily based on Yamato Suzuran), named "Waha", which is featured in the Waha~ meme (and also sometimes elsewhere).

It's kind of analogous to Backbeard and Backbeako who are meant to be the "characters" from the Kono Lolicon Domome meme, even though one of them also comes from Gegege no Kitarou almost directly (the other being created for the meme).

It's also pretty similar to the AI V-tuber Neuro-sama who until a recent redesign was essentially visibly identical to another "character" (Momose Hiyori) which was the name of her original 2D Live model which predated her.

Basically Waha and Waha~ will have very high overlap and there's probably an argument to merge them, but the idea was supposed to be that Waha the character could show up in other contexts outside her meme (like in compilations of 2chan characters or other memes).

Also if Waha remains a character tag, then I don't think we can move her into a *_(meme) context, because that needs to be "general" tag type.
