create alias cutoff_line -> cut-here_line
Those are two tags with the same concept, under different names: dotted line with scissors icon. Usage context IRL is more common than specific medical/amputation purpose.
Don't want to do a manual tag cleanup, so purposing utility alias will be a better option. Searching for images via Google proves that cut-here line is the more commonly-used term. Tagging should not be harder vocabulary check for most users.
