Even though it doesn't have many posts, I just can't imagine that not having a lot of plastic_bags buried in the bag tag. So I'd say implicate that to bag as well.
I'd also recommend gutting the bookbag tag, with the other tags like school_bag, backpack, and satchel I just can't imagine a situation where it would not be redundant.
As for whether people are going to search on "bag" a lot... uh, probably not but umbrella tags for a concept with a lot of high use tags is something I sort of like.
Well, whether or not we decide to keep bookbag I'm going go to put these implications in now. Bookbag can be debated whenever.
As was mentioned, suitcase (124), briefcase (47), and luggage (44) probably don't need the implication so I didn't add it to them. I generally think of a bag as being something more malleable than the generally harder exteriors of these three.
