Updating quin_guanmao to the proper pinyin translation

BUR #20409 has been rejected.

create alias qing_guanmao -> qingdai_guanmao

This tag was created by someone with almost no knowledge of Chinese whom had to rely on a Wikipedia page that was quite barren.
The Wikipedia page has since been expanded and the translation there has been updated as well.

This is a higher priority second name if there is confirmation of this information from reliable sources, and site users agree with the use of this alias.

Whoops, somehow missed that. Still, in cases like this it is beneficial to keep the tagname as the proper, unambiguous term, and a romanized name may be better suited to that IMO.
