Hat Around Neck Alias

BUR #20599 has been rejected.

create alias hat_behind_back -> hat_around_neck

Two tags for the same thing, there is also hat on back which the wiki claims is different but right now acts as a hat around neck 2.0 tag. Could alternatively be a rename + deprecation if we want to keep hat_on_back and think this alias will be confusing towards that.

Gonna follow evazion's suggestion in topic #17653 and propose hat on back as the main tag name.

Well, I went through all three of these tags and I can't spot a difference. They're all for straw/cowboy/sun hats on someone's back.
