Add Wiki Description to Tag: Cropped_Feet

Missing Wiki from Cropped_Feet tag. Request to add the following description:
'When the character is in full view, but their feet have been decisively removed by the artist. Not to be confused with feet_out_of_frame (Tag Link), where the border of an image crops the character's feet.'

Reason: Tag lacks a wiki page; users have been using the tag incorrectly.

I think it was decided that cropped legs should be used in place of cropped feet, but information about this topic is scarce and the decision was made 6 years ago. I created a BUR (forum #265789) to resolve this issue. In the meantime, I recommend you don't update the wiki just yet.
