Both tags exist, but the first one flew under the radar because its posts had no character tags (which were created for the English tag). I believe English main names are the precedent for non-JP series, correct me if I'm wrong, and "I Love Amy" is the English name used everywhere.
Personally, regardless of precedent, I'd prefer native names. JP -> EN names have a tendency to be inaccurate at best, or completely different at worst (Kimi to tsuzuru utakata lol), so I'd prefer to keep the original meaning if possible, even though not everyone can read it without help.

We should change the tag to be Naneun Amyleul Saranghae, the current romanization is off. 에이미를 is a foreign name (Amy) attached to a Korean grammar suffix (leul), so the romanization should reflect the loanword. 사랑해 is always romanizated as saranghae, I've never seen it with an l before.
We prefer official English names for non-JP series when they are available, because let's be frank, korean and chinese names looks like gibberish to most people. We have Azur Lane, not Bilan Hangxian. We have Warship Girls R, not Zhan Jian Shao Nyu.
Is I Love Amy the official english name in this case? If it's not, then that's a reason to use the original.
Doesn't look like there is an official English release for this series. Not if there is any impact on getting an official English release, but the series is marked as complete.

I can't find any direct usage of the English name on the artist's Twitter account, but "I Love Amy" is plastered across the background of his chapter release updates (11, 17, 41). Not sure how much bearing that has on tagging since it does lack an official English publication, but at the very least it seems the creator has embraced this fanslation, and from a long way back too.
It seems relatively common in for mangas to put an English (or regularly, Engrish) title on their cover on initial release, before there's any indication of an official localization: post #5993717, post #7051243.
In the cases that I know of they aren't used in any official capacity though, so I'd think they don't count.
