There's a myriad of different types of skirts, some of them being noteworthy enough to distinguish. Putting a smooth white skirt next to a tartan would be like comparing apples to pineapples, both are fruits but look completely different and constructed differently. Unless people start tagging skirts by color there doesn't seem to be any need to merge the tags.
