Sacred and Terrible Air

The setting is the same one Disco Elysium is in, yes, but that is the only thing they have in common. If we want to go by technicality, the implication should go the other way around (since SaTA is a book that was released 10 years before DE, and was supposed to be the introduction of a series of books that never happened), but that would be dumb.

Perhaps so, but I think there is value in having the implication, at least as far as how the fandom treats it. Not to mention there's always the possibility of characters from one being drawn with the other due to being in the same 'verse, even if we have no artwork of such as of writing. I imagine it's like the Dungeons & Dragons tags in this case.

Yeah, pretty much. Not to mention Sacred and Terrible Air has significantly less posts than (the already pretty small) Disco Elysium itself. I don't think it makes sense to have the more well-known copytag imply the far more obscure one simply because the latter came first either.
