Remove Deviluke from Zastin

BUR #40914 is pending approval.

rename zastin_deviluke -> zastin

Zastin doesn't have a surname, he's just a high-ranking royal guard of the planet Deviluke. He doesn't need a qualifier because he's the only one with that name in Danbooru.
