Bad source is when a supported site has an unrecognised link format; it's allowlist based. Bilibili is supported but the blackboard format you provided is not which leads to the post being tagged with bad source. This is automatically done by the site; user levels have no bearing on the ability to add or remove tags from a post that are managed natively. It has to be changed in the source code.

Bilibili blackboards being considered bad source were fixed by edd4e46 in response to issue #5899 (which you opened, surprise!) but the link you provided is still in the unrecognised format which is why it's tagged bad source. Danbooru only recognises blackboards from the live subdomain which yours is not, so it's still a bad source. I guess when blackboards were being tackled, not all possible types of blackboards were caught.
