You're correct that the artist gets the qualifier, but we avoid _(artist) simply because they may be numerous artists named Shuuji.
Looks like all we have to go on to disambiguate is a frighteningly badly romanized pixiv account name, so I'll shorten it to shuuji_(shumi).
As for the character, I'll alias it to shuuji_(saishuu_heiki_kanojo) because we prefer to specify which show they're from when qualifying characters. The only technically acceptable exceptions under current tagging standards are characters with the same name as the show, e.g. canaan_(character) or potemayo_(character).
Hm, ok, I just saw that chise is left alone, so why not shuuji? And maybe shuuji_(saikano) would be better, as saikano is unofficial abbreviation of this series title.

Since Shuuji is a known and established conflict, as this thread notes. Sometimes we'll leave the base tag on a character for something ambiguous, but it usually has to be a really popular character. I didn't actively decide not to update chise though, I just didn't think about it. But I'll update that too.

I considered it but we don't really have a set policy on when we abbreviate qualifiers and when we don't. I will alias the _(saikano) version to it for convenience though.
This is one reason why I kinda wish wiki entries were displayed directly on the search results page like they used to be. Anyone searching chise would immediately see the note in the bottom left pointing them to the real tag, chise_(saishuu_heiki_kanojo). Now they have to click in "Wiki" to get that, and I doubt they're going to do so.
But there is much more single named charas from other shows, does it mean they stay like that only because they are overlooked?
And to make myself clear, I was thinking about doing - by myself - some mass editing (there were only about 25 posts to do), not aliasing - therefore char:shuuji wouldn't be conflicted. Only thought that it would be better if I ask. Sigh.

Yep. This is why we have the forums, and why I'm reading through threads and fixing tags pretty much every day. Also, when it's a common single Japanese name the possibility of conflicts is much greater than if it's someone named, say, Lystraxg.

They still aren't. Neither chise nor shuji/shuuji are aliased to anything right now. I just edited the tags. the _(saikano) aliases are just in place so people can type a shorter tag.
