Deprecate hand_on_bench

This appears to just be arm support. There are hundreds of things you can rest your hand on, I don't think we need tags for every location or object.

The bulk update request #52763 (forum #411084) has been approved by @evazion.

Some of these are about inviting someone to take a seat next to you, which we don't have a tag for.

Would sync up nicely with lap pillow invitation for example, though we also have patting lap for a similar action.

Could have patting seat then, and then whichever gets chosen as the main tag name can have the other name as an alias.
