As said on his wiki page, Ishida is an alternate form of Kiyotaka. Out of the 36 posts tagged with ishida_(danganronpa), all but 5 are tagged with ishimaru_kiyotaka, so I think an implication is a no-brainer. It also wouldn't hurt to turn his name from the English localization into an alias, so I've included that as well.
