Their wiki pages give the exact same definition, and "torpedo tube" is the primary name that is used to refer to such a device, with "torpedo launcher" being a synonym (e.g. Wikipedia's article).
According to Wikipedia, torpedo tubes are for submarines while torpedo launchers are deck-mounted units used by surface ships. I don't know if this is a meaningful distinction or not given that this is all just used for random shipgirl rigging. All the Kancolle wikis refer to them as torpedo tubes even when they're not used by submarines.
Well, the deck-mounted units are considered a type of torpedo tubes, even if they are sometimes referred to as "torpedo launchers" for easier distinction.
Now, on the one hand, a submarine's torpedo tubes are completely internal, with only the exit on the outside, so depictions of them would be from inside the submarine, thus the distinction is arguably meaningful. On the other hand, KanColle's submarine girls' torpedo tubes are all external and look more or less like those of their surface warship counterparts.
