create implication gohei -> wand

reason: While a gohei isn't the Western hocus-pocus kind of wand, the wiki for gohei calls it a wand (which it is, but probably not in the sense we tag for) and at least from what I can tell, the wand wiki is vague enough that it can include gohei.

From what I see, wand on danbooru is used solely for the "Western hocus-pocus kind of wand" magicians and magical girls use.

Also, we distinguish between wand and staff by their length and gohei can have any length:
