You would need to start a separate discussion for that, since there are more impossible clothing tags than just this one.
Of them, impossible shirt and impossible clothing are the only ones with more than 1000 posts, everything else has under 200 posts, so I'd call impossible shirt the de facto tag that's used for anything that wraps around the breasts (sweater, vest, shirt, jacket, etc). So I think this is a perfectly fine time to bring it up.
I would suggest something like:
Not all girls wearing a vest are wearing a shirt, and impossible shirt implies shirt.
On that note, impossible vest should probably imply vest too.

Hrm.. Why on earth were those shirt tags expanded to cover non-shirt items, when we have tags like impossible clothes to cover the odd cases?
Either way, a vest is a distinct item, so the point still holds.
(Speaking of which, I *swear* I was addressing someone's post with my comment about the impossible shirt tag, but I have no idea whose anymore. Whatevs.)
This implication needs to be changed to -> impossible clothes. That tag change was made recently and implicating an aliased tag doesn't seem to be working right. Impossible clothing gets added to the image without automatically changing to impossible clothes.
