Yes, boondraws joined and started posting art on Twitter on 2017, negsus joined on 2015 but only started posting on late 2020, their art styles have never looked anything alike(yes I know an artist can have multiple styles), but more importantly, both artists take commissions, both at different price points and means of contact, furthermore, negsus has opened emergency commissions on October of 2023, twitter #1711871617817583637, with prices lower than the cheapest commission you can buy from boondraws on https://boonscomms.carrd.co/, would it make any sense to run emergency commissions on an account twice as small as boondraws's with lower prices? These are clearly different people.
About the saucenao links, I do believe that to be a bug, specially considering evidence pointed above.

If that's still not convincing enough, you could argue that an artist that has started posting solid art since 2017 would carry over their skills to their alt account created 3 years later, but you don't see that, negsus' quality doesn't match boondraws', there's no reason for them to fake their art prowess.

I've never seen such a bug, I prefer to wait for someone more experienced to share their thoughts about it. I guess if they're different people, they could've shared the Pixiv account in 2022, but it's also not uncommon for artists to have multiple accounts with multiple aliases and themes for their artworks and try to erase their connection.
