It's been a week since I registered, but I can't yet upload.

I registered this account a week ago today, iirc, but I don't have upload permissions yet. Is this a bug or have other criteria been introduced?

Time of registration also matters. As in, if you created the account on 3rd November at 12:53, then you get your uploading permission at 10th November at 12:53.

If you have registered, for example, on August 31 at 14:00, you have the permission to upload on September 7 at 14:00.

So the formula goes like this: You have registered at a particular date and hour, you can upload your posts the next week at the same hour you have registered.
