Judging by the headdress and the parasol and style of dress, I'd say she is in lolita rather than maid.

That still doesn't address the more important problem: who she is.

She's from the Pokemon Black/White Movie. She has her gothorita squeeze some oran berries so a few children could enjoy some juice, while her gothita slices a couple of watmel berries for others to eat. Then she finally shows up to do a courtsey(am I spelling that right...?) with her pokemon.
