That hat of his is way too Chinese, so I don't think he is Kublai Khan. That huge beard reminds me of Confucius, the First Emperor of Qin and the Martial Emperor of Han, but Confucius is not a King or an Emperor, and the hat is off for the latter two

One thing that the people in this pic (including the pictures) have is that their territories are HUEG (tho I didnt have the whole territory level of Uruk and of Arthur's British territory) and that they're conquerors.
