She's dual classed actually. She is the Ruler Class, the Administrator for the Holy Grail War instead of a corruptible human Administrator. Her Class and Job revolve around overseeing the rules of the tournament.

HOWEVER, if summoned she is a member of the Saber Class. Tis not a lance she's holding in this picture, but a war banner.
