It comes form one of Buddhism's ten basic disciplines, literally "Don't be a two-tonguer" - 'Don't lie'

..or that's how some common beliefs go.

Of course not everyone's seen the series its from (I've seen enough pictures of this thrown in the pool so I KNOW its from there) so they don't have context for WHY its that.
