What surprises me more is that it's the only tan-line she has, implying she spends a lot of time outdoors in just her underwear. Which seems kind of out of character for Makoto.

Actually could make sense. Given all the training she would be doing and all the sweating, She could constantly be in her underwear provided she was someplace isolated. Like Mountains or something.
