They never said anything about leaving Gensoukyou. It's just that Reimu can't continue acting as the Hakurei Miko because her powers are fading. She still has to be involved in teaching the next generation, too.

Considering the context, I don't believe this belongs in the heart-warming pool.

Good thing that doesn't apply to touhou canon since time doesn't matter to them. They will be forever young while we real people grow old.
