The phrase in the picture, or "Herzlichen Glückwunsch" more precisely, translates to congratulations. Directly translating "Happy Birthday" into German doesn't work, as that doesn't exist in German. It's just a quirk with the language I suppose.
If you've actually read "Glückliches Geburtstag" somewhere, it was from some terrible translation. ^^"
