I've been working on a theoy that flying in Gensokyo, while easily learnable and convinient form of travel, doen't allow quite precise levitation but rather allows you to take ballistic trajectory between your current and designated target. Would quite neatly also expalin wy you have to keep moving forward in shooting games.

Reimu's original power was to fly unaided, after Genji the Turtle was written out of the story. Also, I think you stop for the boss battles (as much as I can look at the scenery while dodging, say Wound Sign "Pain Flow"...)
