    Those are some crazy numbers. 200HP is the largest in the turn-based Paper Mario, as a BONUS BOSS at the bottom of the Pit of 100 Trials. At max every turn, a regular player will deal 8-12ish damage.

    Then again, 100HP for Cirno means that she has high Attack. Or crazy. Whichever reasonable.
