For the artist... I got this image from https://www.nitroplus.co.jp/game/totono/#character and this character is from a visual novel called Kimi to Kanojo to Kanojo no Koi. (totono) and the character designer is tsuji_santa but I didn't find it in the website. If some of you know please add it.

Also please correct me if the rating is wrong and should be General instead of Sensitive.

Note that it isn't strictly required for official art to have an artist tag since it's not always possible to attribute it to any particular person (though if you are able to, then you should add it, of course). Just make sure you tag it as such.

Oh right... I forgor about official art tag sorry. I need to check again in the website, all I know is that the character designer of the visual novel is tsuji santa if this artwork is present in the visual novel then I think we can be sure that he's the artist.

I watched a video about the visual novel and this image seems to be the same as the one in this post (at least the upper body). Do we say that the artist is tsuji santa?
