It's about Youmu being Youmu and us getting to watch. Any thing more detailed is un-needed.

oh so THERE is Myon! So she melds with her Ghost half to gain nigh-timestop speeds and focusing all of the speed of 200-Yojana in a flash into that moment. Fun stuff.

How's this for a pool description: "Youmu gradually discovers her untapped potential by competing in tests of speed against Aya, Sakuya and other challengers. Meanwhile, Youki is training Sakuya in secret."

If you stop time, you'd expect that the person would not age at all; that requires time to be in motion. And from the observer's standpoint, the previous volley was over in a flash.

But it's not stopping time for the USER. If Sakuya is constantly stopping time, she would relatively age faster.

I don't know on what context you're talking. But, in canon sense, Sakuya have refined-old-woman mannerism but still maintaining her young appearance. That alone should answer your question ;)

The way I see it, apart from what Shinhouin said, Sakuya is only able to stop time in a field - not universally. The idea here is that she extends a barrier to envelope an area, and everything in it (except herself) is frozen as though time had stopped, while realistically time is passing at a normal rate (as demonstrated in the Zun games). The time-stopped individuals are supposedly still aging normally, even in a frozen time area. I guess once the field goes away, everything returns to normalcy - either that, or her ability to stop time is simply preventing the enveloped ones from aging, and she chooses not to stop time around some individuals as often as others.
Youmu is moving superphotonic; thus, she (and she alone) can break this barrier.

Could Sakuya have been using the pocket watch as a limiter to slow herself down?

Against Youmu, Sakuya hasn't even touched her pocketwatch... up until now.
