this takes place in a world where all(some?) girls are starting (now or a decade ago?) to develop penises.
Girls are developing bigger and bigger (the younger ones eventually are bigger than older?)
most people are used to the idea of girls having small penises but are not commonly aware that the average teen girl is now a lot bigger than an average teenage boy of the same age.
A picture could have a girl complaining that her penis is uncomfortable because it so big that it doesn't fit in pants skirt or underwear (borrowed from boy?, her penis tears it?) The girl would be embarrassed and apologetic to the boy that her penis is so much bigger than his.
She could be embarrassed that it gets so much attention when it is erect and that other girls and women notice it/stare at it/want to grab it/ grab it/ stroke it/ suck it/ constantly want to/have sex with her.
The girl/s penis size could have a strong effect on other women and girls making them drool/lust after her.
of course they would be apathetic to the boys tiny penis.
the girl could get into a "bigger" class for students with a certain size penis. There she would get luxury items like fancy classrooms and trips and food.
The boy would be put in a "smaller" class with run-down classrooms and cheap food- vegetables.
Again the girl could be embarrassed and apologetic that her bigger penis means she gets this while the boy does not.
The boy could hope that his penis could grow bigger and he would move into the "bigger" class but the girl would know that because he has not enough food and lives in poor conditions he has little chance (his penis will shrink?) while because she has good food/ beef/( drugs?) her penis has already grown two inches.
