I believe the artist was trying to show the certain sub-types of Mahou Shoujo as the years went by, not necessarily being specific to one series.

So Nanoha and Madoka would fall into the 00's category, and CSS would fall into the 90's category with SM.

There's actually a reason other magical girls' non-wand weapons aren't included here. Homura in the last panel is holding an RPG-7, which in Korean websites is nicknamed "Allah's magic wand".
