Neither. Kanako accidentally launched Sanae into the air by summoning an Onashibara from the ground underneath her.
She was likely trying to give Sanae a height advantage.
To explain the logic, increasing the height of pull from the pole decreases the distance to surface for the fish (unless the line extends but that can't happen on a Pole [needs a Rod and Reel]), it also gives a Height Advantage as it is easier to pull in a fish when you are above the water and using a line draw technique.
Kanako however forgot the most crucial equation for this matter, and that is:
"Gensokyo =/= Logic =/= Common Sense"
